Puerto Rican Casino and Card Room Gaming

The Puerto Rico Tourism Company was established in 1993 to regulate the casino industry in Puerto Rico. Casinos operate under private ownership, but in all cases must be licensed by the Puerto Rico Tourism Company and located within a hotel. Slot machines may operate within licensed casinos. Separate slot halls are prohibited.

Video lottery terminals (VLTs) are controlled by Administración de la Industria y el Deporte Hipico. VLTs are not permitted to operate at the racetracks. In June 2004, the government approved the installation of 6,000 VLTs throughout 700 offtrack betting locations, creating the El Camarero Off-Track Betting Agency system.

Casino City considers VLTs to be a casino and card room gaming activity.
